Camera Integration Terms and Conditions

The Baltimore County Police Department has contracted with Axon Enterprise, Inc. (“Axon”) to manage the Voluntary Security Camera Integration Program.

Owners of commercial private property in Baltimore County may choose to integrate their private security cameras with Axon Enterprise, in order to enable the Baltimore County Police Department to access recorded video from their private security cameras for law enforcement or emergency purposes, by (1) obtaining and installing a fususCORE device from Axon Enterprise and (2) agreeing to the Integration Program Terms and Conditions that have been approved by the Chief of Police, Baltimore County Police Department.

Definitions:

“PARTNER” is the owner of commercial private property in Baltimore County, Maryland who wishes to voluntarily participate in the Integration Program.

“AGENCY” is the Baltimore County Police Department, the agency with primary law enforcement jurisdiction in Baltimore County, Maryland.

  1. Partner may join the Integration Program by voluntarily obtaining and installing an Axon fususCore device in order to grant the Agency access to video sources designated by Partner that are owned by Partner.
  2. The Agency makes no commitment to view video from Partner’s cameras, and the Agency will not monitor Partner’s cameras.
  3. Partner is the sole owner of video at the time the video is created by Partner’s cameras. The fususCORE device obtained from Axon is connected to Partner’s cameras to act solely as a secure buffered video gateway; it is the means through which the Agency accesses video from Partner cameras for law enforcement or emergency purposes.
  4. The Agency has no access to or custody of video contained on the fususCORE at any time prior to making a digital request for video access via the fususONE software interfacing with the fususCORE.
  5. The Agency’s request will be for law enforcement or emergency purposes and will be consistent with the level of access granted by Partner.
  6. Once requested from Partner through fususONE, video is transferred from the fususCORE into a cloud hosted environment that adheres to FBI Criminal Justice Information Services (CJIS) standards and complies with applicable laws governing the storage, access, and dissemination of evidentiary data.
  7. The Agency will only access video sources that have been designated by Partner for fusion into Agency’s video software. The Agency will keep Partner’s camera locations, specifications, and video confidential to the extent permitted by law.
  8. The Agency will ensure that video access is strictly limited to authorized personnel; that any personnel responsible for video access is trained on system use and security of access; and that authorized login metadata is tracked and logged.
  9. Partner will provide Agency with information about Partner’s inventory and locations of surveillance cameras as may be required for participation in the Integration Program. Typical configuration should take less than an hour and may require installation of additional hardware at Partner’s location(s). The Agency has no responsibility for supply or installation of hardware or software needed for Integration Program participation.
  10. Partner will provide information needed by the Agency or by Axon for the integration system to operate, including but not limited to camera make, model, IP address, and camera and/or associated DVR/NVR login information.
  11. The individual signing these Terms and Conditions on behalf of Partner represents and warrants that they have authority to agree to the Terms and Conditions on behalf of Partner.
  12. Partner may terminate participation in the Integration Program at any time.
  13. The Agency may terminate the Integration Program at any time.
  14. The Agency may modify these Terms and Conditions at any time, after giving reasonable advance notification to Partners.
  15. The Agency’s Integration Program may not be construed to give any rights or benefits to any person, entity, or agency.

BALTIMORE COUNTY CODE

  • SUBTITLE 3. - VOLUNTARY SECURITY CAMERA REGISTRATION PROGRAM
  • § 13-11-301. - PROGRAM ESTABLISHED; PURPOSE.
    1. There is a voluntary security camera registration program.
    2. The purpose of the Voluntary Security Camera Registration Program is to promote public safety, deter crime, and assist law enforcement investigations by establishing a registry, maintained by the police department, of property owners who register their security cameras.
  • § 13-11-302. - LOCATION; REGISTRATION.
    1. An owner of commercial or residential private property may voluntarily register one or more of their private security cameras on a form provided by the County.
    2. Registrants shall provide contact information and camera locations.
    3. Registrants acknowledge that the police department may use the contact information on the registry to request camera footage and data in the course of a law enforcement investigation.
  • § 13-11-303. - AUTHORITY TO USE RECORDS; CONFIDENTIALITY.
    1. Registration records retained by the police department shall be kept confidential to the extent permitted by law.
    2. The police department may use the contact information in the registry to request access to a registrant's camera footage and data in the course of a law enforcement investigation.
  • § 13-11-304. - EXPIRATION OF REGISTRATION.
    To ensure the registry remains accurate, registration shall expire after two years, after which the property owner may renew the registration.
